"It turns out that the song contained one of the natural resonant frequencies for the model of 5400 rpm laptop hard drives that they and other manufacturers used.",Then, manufacturers included a "custom filter in the audio pipeline that detected and removed the offending frequencies during audio playback," and this fixed the problem. This is why some bridges have previously collapsed.。本次大会集中签约13个项目，计划总投资1361亿元，约为2025年的 6.8 倍(2025年投资额200亿元)。2025 年的 10 个重点项目全部落地呼和浩特，本届项目则分落呼和浩特、乌兰察布两地，覆盖芯片检测、装备制造、算力中心和词元工厂等多个领域。　　人工智能并非只存在于“云端”。训练模型、调用服务，背后都离不开芯片、机房和电力。国际能源署预计，全球数据中心用电量将从2025年的4850亿千瓦时增至2030年的约9500亿千瓦时，接近翻番；到2030年，AI数据中心用电量预计将达到2025年的约3倍。对于AI企业而言，比拼模型的同时，也不得不算清每一次训练、每一次调用背后的用电成本。　　正是在这样的背景下，我国依托 “东数西算” 工程推进全国算力统筹布局。东部数字需求旺盛，但土地、电力供给趋紧；西部能源富集、气候凉爽，具备承载大型算力中心的天然条件。国家数据局党组成员、副局长夏冰在大会上援引有关测算称，“十五五”时期算力网建设将新增直接投资4万亿元。建设全国算力网，目的之一就是把分布在不同地区的算力连接起来，按需求进行调度。　　电费是数据中心运营的主要成本。国务院发展研究中心调研显示，电费约占数据中心运营成本的60%至70%。本次大会发布的《绿色算力发展研究报告(2026年)》显示，2025年中国算力设施用电量达1700亿千瓦时，同比增长约30%。　　夏冰在会上提到，全球AI定价体系正从“技术溢价”转向“成本效益竞争”。模型不仅要好用，调用价格也要让企业和普通用户能够承受。绿电供给充足、电价优势明显，也成为内蒙古承接算力项目的核心竞争力。　　截至2026年6月底，全国算力设施整体上架率为71.4%。《“东数西算”枢纽节点绿色算力指数研究报告(2026年)》显示，枢纽节点可调度算力规模约为2025年的6倍。图为《“东数西算”枢纽节点绿色算力指数研究报告(2026年)》发布。　记者 刘文华 摄　　巨大的算力需求，也体现在本届大会的签约项目上。13个签约项目不再局限于建设算力中心，同时向产业链上下游延伸：火山引擎分别在呼和浩特、乌兰察布布局大型园区和算力中心；寒武纪芯片实验室、海悟算力装备产业园补齐芯片检测、算力设备制造环节；粤港湾词元基地则瞄准词元生成与应用等下游赛道。呼和浩特市市长贺海东表示：“让算力有价值、平台有流量、企业有市场、节点有保障。”　　算力之外，内蒙古正在大力培育词元服务这一新赛道。词元即Token，是大模型处理输入、生成输出时使用的基本计量单位之一。按照词元计价和结算，可以把一次次模型调用变成可交易的服务。

三 | 　　根据近日印发的《呼和浩特市绿色算力与词元经济融合发展三年行动方案(2026—2028年)》，呼和浩特提出，到2028年实现词元数字产业营收突破千亿元。大会同时启动建设内蒙古自贸试验区数字服务出海(词元出海)综合服务平台，并发布内蒙古首个可信数据空间——呼和浩特市城市可信数据空间成果，为数据产品、算力服务和模型服务上架运营提供支撑。图为内蒙古自贸试验区数字服务出海(词元出海)综合服务平台建设启动仪式。　记者 刘文华 摄　　长期以来，内蒙古是重要的能源输出地。如今，当地希望把本地的电力资源进一步转化为算力，再升级为 AI 模型服务。

四 | 贺海东表示，当地正着力推动算力价值转化、平台流量集聚、企业市场拓展、节点保障能力提升，而这，也正是这批大额签约项目落地之后，亟待作答的现实课题。
